A judicial  complaint was made against Justice Mendes Da Costa for impeding justice and making proceedings unnecessarily difficult for a non-custodial parent who was representing himself in court.  The non-custodial parent felt that Justice Mendes Da Costa was biased against him because he was a father.  It was reported that the Judge did little to reprimand the custodial parent who was in violation of a previous court order and that the judge did little to enforce court ordered access to the non-custodial parent.
